decision making in knowledge democracies

One of my favorite decision making principles is that the most knowledgable people in an organization are in the best position to make good decisions for the whole. It's all call for the continued democratization of knowledge in organizations. 

I believe the same can apply to communities where transpartisan think tanks can become in prime positions to make knowledgable decisions better than conventional policy makers who can be constrained by incomplete or inaccurate knowledge.
